6 Things M’sians (And Every Criminal) Should Know About PDRM’s New SMART Lock-Up System

Prime minister Datuk Sri Najib Tun Razak has recently launched the Self-Monitoring Analytics Reporting Technology (SMART) lock-up system at the Defense Services Asia (DSA) Exhibition and Conference. So what exactly is this SMART thing? Let us deconstruct it for you.

1. Who came up with this SMART idea?

The SMART lock-up system is the brainchild of the Royal Malaysia Police (PDRM) with the help of the Science, Technology and Innovative Ministry, and was developed by the Malaysian Institute of Microelectronics System (MIMOS).

2. What is so SMART about it?

This CCTV system can detect aggression, climbing, loitering, escape attempts or any other suspicious movement. Upon detection, it will trigger an alert transmitted to a central monitoring centre and officers on duty will be able to react promptly to it.

3. What will SMART be replacing and how much does the system cost?

The system which costs RM3.5 million will be replacing the conventional surveillance cameras. Besides, officers will be able to easily monitor inmates with minimum need to make rounds. Perhaps someday, it will replace manpower to a certain degree as well.

4. Is this ethical in terms of human rights?

The Human Rights Commission of Malaysia (Suhakam) were also involved in the development of this technology. Furthermore, this CCTV does not only monitor inmates but also the integrity of police officers on duty. In a way, it keeps inmates safe under custody and protects their very minimum standard of living.

5. How many lock-ups have adapted this technology?

Currently, 58 out of 704 lock-ups nationwide have installed the system. The Jinjang police station in particular has smartened up all lock-up rooms on the first floor of the building since early February. The feedback received so far are positive and Jinjang is aiming to install the system on all lock-up buildings by next month.

6. Is this system recognised internationally?

We’re not too sure if other countries practice SMART but this system actually won the Asia-Pacific Enterprise Innovation Award (government category) last year. That’s also a form of recognition right?
