LTA awards tender to 5 firms to install at least 12,000 EV chargers in HDB carparks by 2025

The Land Transport Authority (LTA) announced yesterday (Nov 2) that it has awarded a tender to five operators for the deployment of electric vehicle (EV) charging points in nearly 2,000 HDB carparks islandwide to help grow the nation’s EV charging network.

By the end of 2025, at least 12,000 EV charging points will be installed across all HDB carparks in Singapore, realising LTA’s ambition of making every HDB town EV-ready.

Delivering his speech at the Singapore International Transport Congress and Exhibition held at Suntec Singapore Convention and Exhibition Centre, Transport Minister S. Iswaran said that the growing EV charging network “will address any range anxieties”.

He added that electrification will contribute significantly to lowering land transport carbon emissions, which currently account for about 15 per cent of Singapore’s domestic emissions.

The country’s aim is for all vehicles to be cleaner-energy vehicles by 2040.

The large-scale tender follows an earlier one to install more than 600 charging points in public carparks that was awarded in September 2021 and to date, 60 per cent of the designated sites have started operation.

Each Singapore region is awarded to two tenderers

The lead tenderers that have won the 10-year contracts are Charge+ Pte Ltd, ComfortDelGro Engineering Pte Ltd, SP Mobility Pte Ltd, Shell Eastern Petroleum Pte Ltd, and Strides Automotive Services Pte Ltd.

Each of these operators will be responsible for deploying EV charging points in the North, North-East, East, West, and Central regions of Singapore. Each region has been awarded to two operators, and each of these companies have to operate no less than three charging points in each HDB carpark.

According to LTA, it had received a total of 11 bids from a diverse pool of EV charging points. The tenderers were evaluated on a combination of factors, including their concession fee bids as well as the quality of their proposal.

This includes their understanding of the EV charging point deployment process, proposed business models, understanding of the current market offerings, and their ability to offer competitive charging prices.

As part of the evaluation on the quality of proposal, tenderers were also assessed on their ability to optimise available electrical capacity to power their EV charging points. This will help maximise coverage of the national EV charging network in carparks with limited electrical power capacity.

Work to install the chargers is expected to start in the first quarter of 2023 and LTA said that it will work closely with the awarded tenderers to deploy the EV charging points.
