There’s a common complaint going around that living in an urban state such as Selangor is difficult. After all, just think of living costs and daily expenditure.

However, not many people know about the various state government schemes offered to provide some help in certain areas.

Recently, social activist Syed Azmi shared a long list dedicated to those born in Selangor or permanently residing in the state and the schemes included for them to benefit from and it quickly gained traction from his following who were interested to find out more.

But how do people know if they’re really eligible for these schemes?

We’ve gone to these websites and checked the eligibility rules. So here’s how you can know whether you’re qualified to apply for these schemes or inform others who can reap the rewards of these schemes as well.

1) For newborns (TAWAS)

Tabung Warisan Anak Selangor, better known as TAWAS is a program under the state government that is handled by the Yayasan Warisan Anak Selangor (YAWAS) and is open to citizens born in Selangor that fulfills the other criteria set. Members of TAWAS will be eligible for RM1,500 upon reaching the age of 18 years old which will be given by the state government.

The following conditions must be met before you’re eligible:

  • First condition: Must be a Malaysian citizen and born in Selangor from 1st January 2008 with parents born in Selangor or Kuala Lumpur before 1st February 1974.
  • Second condition: Must be a Malaysian citizen, born in Selangor starting from 1st January 2008 with parents not born in Selangor but have been permanent residents for 5 years and received official recognition.
  • Third condition: Must be a Malaysian citizen, born outside of the Selangor state but within the same district bordering the Selangor state as their mother or father starting from 1st January 2008.

2) For nursery assistance (SIKEMBAR)

Skim Bantuan Asuhan Rakyat or SIKEMBAR for short is a special scheme dedicated to children aged 4 years old and below that are sent to nursery or daycare centres registered with Jabatan Kebajikan Masyarakat.

Through this scheme, parents that are eligible can receive financial help to pay for these funds amounting to about RM100 every month. The funds will be paid straight to the daycare centre or nursery.

The following conditions must be met to be eligible:

  • Must be a Malaysian citizen as shown on their MyKad.
  • The mother or father must be born and permanently residing in Selangor OR the child has to be born and residing in Selangor OR the parents must have been residing in Selangor for at least 5 years and must be recognised by state officials.
  • Overall household income must be RM2,500 for families with 1 child or RM3,000 for families with 2 children.
  • Both parents must be working full-time.
  • The child must be sent to a daycare or nursery.
  • Limited to 2 children and they must be aged 4 and below.

3) For pre-school assistance (TUNAS)

Skim Bantuan Tadika Selangor or known as TUNAS is an effort by the Selangor government to help pay a total of RM50 every month for children in pre-school education. The funds are given straight to the daycare or learning centres that are registered with Majlis Permuafakatan Tadika Selangor.

In the first phase, this aid is for parents with a household income of RM1,500 and below while the next phase are for parents with income of RM2,500 and below.

The following conditions must be met to be eligible:

  • Must be a Malaysian Citizen.
  • The mother or father must be born and permanently residing in Selangor OR the child must be born and residing in Selangor OR the parents have been living in Selangor for at least 5 years and must be recognised by state officials.
  • Must have a household income of RM2,500 and below.
  • Either parent must be working full-time.
  • Only children aged 5 to 6 years old are eligible.

4) For university students (Hadiah Pengajian IPT)

Hadiah Pengajian IPT is an RM1,000 incentive given to Selangor citizens from low-income families with an average amount of RM3,000 and below. These citizens must further their education to a public or private tertiary education institution that has been recognised by the government for their Diploma or Degree certification.

The following conditions must be met to be eligible:

  • Only for Malaysian citizens.
  • Applicant and parents must either be born in Selangor or not born in Selangor but has been residing and schooling in Selangor for more than 11 years.
  • Applicant has to be offered a spot in a university for the first semester.
  • Applicant must be offered a spot to continue their studies full time at any IPTA or IPTS that has been recognised by the government for their diploma or degree only.
  • Applicant has to be registered at their university to start off their studies.
  • Applicant is still in the process of studying.
  • The household income of the applicant must be RM3,000 and below.

5) For funeral expenses of senior/OKU citizens (SMUE)

Skim Mesra Usia Emas or SMUE is an initiative by the government to appreciate the older community residing in Selangor. Members of this scheme are eligible upon their death to receive financial aid for their burial. The registered next of kin can claim these funds from a Pusat Khidmat DUN near their area and the state government will then provide a charitable contribution of death or benefit as much as RM2,500. Payment will be done in two phases.

The following conditions must be met to be eligible:

  • Registration of the membership must follow the address of residence according to their MyKad.
  • Applicants born in Selangor but living out of the state are not qualified.
  • Guardian or next of kin must be Malaysian.
  • The representative for the deceased could be a child, wife, husband, parent, grandchild, sibling, in-laws or an organisation.
  • The representative is chosen by the relatives of the deceased.

6) For microcredit business loans without interest (Hijrah Selangor)

To help out the Selangor entrepreneurs in the area with their businesses, the state government has provided a business loan scheme called Hijrah Selangor that has no interest which makes it easier for those that are just starting out.

The following conditions must be met to be eligible:

  • Only Malaysian citizens aged 18 to 60-years old.
  • Applicants must own a specific business premise.
  • Applicants must have an official business license or permit.
  • Applicants must have a clean record from any financial institute or government agency.
  • Applicants must be involved directly with the business.

7) For weddings and marriages

Program Insentif Perkahwinan Belia is a scheme specifically to help Selangor citizens looking to marry but may not have the proper funding.

The following conditions must be met to be eligible:

  • This scheme is open to all races.
  • There is no limit to household income.
  • Applicants must be born in Selangor or have official residency up to 10 years.
  • Applicants must have official graduation certificates from their primary or secondary schools.
  • For Muslim applicants, they must have the official solemnisation certificate recognised by Jabatan Agama Islam Selangor or any Jabatan Islam Negeri.
  • For Non-Muslim applicants, they must have their marriage certificate registered under Jabatan Pendaftaran Negara.
  • Only first-time marriages are eligible.
  • The bride or groom can’t be above 35 years old when married.

8) Medical check up for women (MAMMOSEL)

For the health benefits of women everywhere in Selangor, the state government announced Skim Kesihatan Wanita: Mammogram Selangor (MAMMOSEL) which is a free mammogram check for all women born in Selangor or with Selangor residency that are aged 35 years old and above.

The following conditions must be met to be eligible:

  • Must be a Malaysian Citizen.
  • Must be born in Selangor or with permanent resident status for up to 11 years.
  • Must be aged 35 years old and above.
